How long does PP rope last outdoors?

It depends on UV stabilization, climate and exposure. Unstabilized PP can weaken visibly within one sunny season; UV-stabilized PP performs far better but is still outlasted by polyester for multi-year permanent installations.

What is the best rope for permanent outdoor installation?

Polyester. It has the best UV resistance of the common rope fibers, keeps its strength when wet and stretches little — the standard for flagpoles, rigging and long-term outdoor lines.

Does black rope resist UV better?

Pigmentation (especially carbon black) improves UV resistance versus natural/unpigmented fiber, but it does not replace proper UV stabilization. Specify UV-stabilized material rather than relying on color.
